The Parliamentary Committee on Freedom of Speech and Information, at its meeting on October 4, 2017, recommended that the draft law on improving the mechanisms for ensuring transparency of media ownership (draft No. 6762) should be adopted by the Verkhovna Rada of Ukraine in the first reading. The draft law proposes to expand the powers of the National Council on Television and Radio Broadcasting to verify data about the real owners of TV channels and radio stations operating in Ukraine.
This draft law has been developed by a group of Jurimex lawyers, led by the partner Yuriy Krainiak, in conjunction with the experts from the National Council for Television and Radio Broadcasting and experts from the European Union who have also provided their recommendations.
"There is a law in Ukraine that has been in force for several years now obliging owners of media assets to disclose information about themselves and provide it to the regulator. We could observe that the vast majority of companies conscientiously implemented this law. However, several market participants decided to hide their structure, and the state did not have sufficient levers to influence it. Yuriy Krainiak stated that the draft law proposes such levers, and in case the law is adopted, the National Council will be able to effectively combat unscrupulous companies.
