The First Forum on Direct Taxation, organized at the initiative of the Association of Tax Advisers jointly with the Association of Administrative Judges, the Association of Lawyers of Ukraine and the first in Ukraine interactive platform on taxes TaxLink, was held on May 25, 2017.
The event aimed to discuss the conditions required for a comprehensive solution of issues related to legal regulation of corporate tax, personal income tax and property tax.
Matters relating to the main trends and the procedure of administration of direct taxes, general declaration, simplified tax system, personal income tax and court practice on the issues related to the settlement of court disputes were raised.
Danylo Getmantsev, moderator of the panel discussion, considers that suspension of income tax collection would be more honest and more appropriate to implement such a mechanism as a tax on derived capital.
According to Nataliia Blazhivska, judge of the High Administrative Court of Ukraine, the introduction of the general declaring of all Ukrainian people should be introduced with a voluntary declaring. In addition, if all adult citizens have to submit a declaration, population census and powerful system for submission of declarations are necessary.
Yana Buhrimova, advisor of the Minister of Finance, noted that due to the introduction of tax on derived capital, the possibility of expediency of functioning of legal entities on the third group of the single tax was considering.
Questions regarding submission of electronic reporting were discussed separately. There are only four functions, including, in particular, the adoption of reports, certificate issuance etc. at the level of district tax inspections of Kyiv. According to Liudmyla Demchenko, the Head of the Main Department of State Fiscal Service in Kyiv, about a thousand workers of district state tax inspections of the capital have been transferred to the job in the Main Department of State Fiscal Service in Kyiv. Commenting on the reaction of payers to the transfer of inspectors from district state tax inspections to the Main Department of State Fiscal Service in the capital, L. Demchenko noted that the current policy conducted to reduce the communication of enterprises with "their" tax inspectors. She said that fiscals of Kyiv had been considering the agreements on the recognition of electronic reporting in a single day during the last month and a half. It has a positive impact on the number of complaints in this area as their number has decreased. For comparison, if there were 146 complaints per month previously, it is only 10 per month now.
